Registration

Is this Competition open to non-professional? Any age restriction?

This Competition is open to both the professionals and members of the general public. There is no age restriction, however, consent from parent(s) or guardian(s) for participants under age 18 is required. The parent or guardian of the said participant is required to sign the appropriate sections of Annex 1 and 2B.

Which competition group should I participate if I am an architecture, engineering, landscape architecture, planning or Urban Design student, or a student/associate/affiliated member of the related professional institutes?

Unless teaming up with a qualified professional, being a registered, fellow or full member of the relevant professional institute, students, graduates or student/associate/affiliated members of professional institutes can only participate in the Open Group.

Do all members of a collaborative entry for the Professional Group have to be registered professionals or members of a professional institute of architects, engineers, landscape architects, planner or urban designers, or only the Team Leader?

In order to enter the Professional Group, as minimum requirement, the Team Leader should be a registered professional or a fellow or full member of a professional institute. In the event that a company is leading the collaborative entry for the Professional Group, the person duly authorized to represent the company shall be a registered, fellow or full member of a relevant professional institute. Please refer to Clause 11 of this Competition Document and Section 2 of Annex 1 for details.

Is there any competition fee?

There is no competition fee to enter and participate for this Competition.

Should I expect a confirmation that my registration has been accepted?

Upon successful registration, a Confidential Registration Number will be issued within two days. Participants are reminded to ensure their compliance with eligibility as outlined in the Competition Document, in particular clause 11.

After the Registration deadline, can we change the members of our Group?

Any changes to the composition of members for a Group/ Collaborative Entry will not be accepted.

Entry Submission

My team is planning to submit other materials such as 3D-Animation and Physical Model for Round 1 as supplementary information in addition to the foam board panels required, will we be disregarded if we do so?

Submission of deliverables other than those specified requirements under Clause 14 of the Competition Document will be disregarded.

Can I implant a small LCD panel for displaying 3D-animations or other renderings for Round 1? Will I be disregarded?

Submission of deliverables other than those specified requirements under Clause 14 of the Competition Document will be disregarded.

We would like to know if the post stamp can be proof of the submission being submitted before the stipulated deadline?

No, participants are reminded that the submission must reach the address stipulated in Clause 7 of this Competition Document before 5:00p.m., 29 December 2020 (Hong Kong Time). Submissions will STRICTLY be rejected, irrespective of whether the delay was solely caused by your chosen courier or postal service provider.

Fearing that our submission may not be able to arrive during the submission period (21 December 2020 – 29 December 2020) due to any logistics problems, can we send the Entry submission earlier than the stipulated period?

We will only accept Entry submissions before the time stipulated in Clause 7 of this Competition Document. Please liaise with your mail service provider to ensure the submission will arrive at the designated addresses within the stipulated time interval.

Ineligibility

If the boss of my company is a member listed in Annex 6 of this Competition Document, can I participate in this Competition?

If you and your team members have not been involved in organizing this Competition, you can participate in your own capacity or in your company’s capacity if you have the necessary authorization to do so.

If in doubt, you are advised to complete the declaration in the online registration to declare any actual, potential or perceived conflict of interest cases for the Professional Adviser’s consideration.

My father is a member listed in Annex 6 of this Competition Document, can I participate in this Competition?

No. As stated in Clause 12 of this Competition Document, immediate family members of any member listed in Annex 6 are prohibited from participating in this Competition.

My family member is an employee of the Competition Promoter. However, he has not been involved with the preparation or organization of the Competition. Can I participate in this Competition?

Yes. If your immediate family member has not been involved with the preparation or organization of the Competition, you shall be eligible to participate in this Competition. Please refer to Clause 12 of the Competition Document for more details.

I co-own a company with one of the Jury member, can I participate in this Competition?

No. As stated in Clause 12 of this Competition Document, business partners of any member listed in Annex 6 are prohibited from participating in this Competition.

I was a student of a member listed in Annex 6 of this Competition Document, can I participate in this Competition?

Yes, provided that there are no personal interest or financial interest between yourself and the members listed in Annex 6.

If in doubt, you are advised to complete the declaration in the online registration to declare any actual, potential or perceived conflict of interest cases for the Professional Adviser’s consideration.

    No, you are not eligible to participate in the Professional Group and Open Group. Please refer to Clause 11 of the Competition Document. It states that “Participants in the Professional Group are not eligible to participate in the Open Group Competition and shall not participate or assist in any way in the preparation of any Entry for any Open Group Participants.”

  • Regarding the captioned competition, I am writing to make some enquiries as follows. 

    1. Are the requirements in Para 4.2.1 of Annex 4 minimum requirement? Can we provide additional sanitary fitments and provide more accommodations if spatial condition permit? 

    2. There are open area in the site after erection of the public toilet (e.g. Site Area of Notional Site 3 = 400m2, and CFA allowed = 200m2). Is it necessary to design those spaces as well?

  • Submission entry (Round 1) closes on the 2nd working day after the Christmas holiday. However, most printing centres close in the public holiday and the printing of board panels takes about 2 working days. Therefore, the board panels have to be completed for printing at least 2 days before the Christmas holiday, i.e. 1 week in advance of the submission entry closing date. To let participants use the Christmas holiday to improve their design and to have better preparation of entries, is it possible to extend the submission entry (Round 1) closing date for a week?

    1. Since Annex 4 required "constructed within the budget", is there any specific requirement regarding the overall cost of the design proposal for 3 notional site or any cost of each site's proposal?

    1. For round 1, there are no specific requirements on the overall cost budget for the design proposals at the 3 notional sites. For round 2, detailed information will be announced later.

  • 1. The requirement includes water storage tank and bio-treatment plant room, however, only required unit area can be found in Annex 4. Is there any limitation for their form or shape and how much volume do they require?

    1. Participants are encouraged to design as appropriate for those ancillary facilities that can serve their functional purposes as mentioned in Section B 4.2.9 of Annex 4 on the operational requirements.

    Same as other functional rooms/ areas, the attendant room shall be provided with proper access for the toilet attendants and shall not be accessed by other toilet users. Other operational needs shall be taken into consideration.

  • Referring to the definition of 4.2.8 Toilet Attendant Room. When there are separate male and female toilets for a public toilet, separate attendant rooms for attendants serving the toilets of their respective genders should be provided in close proximity to the respective toilets. My question is should there be 2 Toilet Attendant Rooms in Site 1 instead of 1 shown in the table at 4.2.1?

    Please refer to the Schedule of Accommodation for Notional Site 1 as stipulated in Annex 4.2.1. When determining the provision of attendant rooms, factors including no. of sanitary fitments, spatial constraints of the subject site, and general guidelines, e.g. separate attendant rooms for respective genders, etc., are taken into consideration.

    With reference to Clause 11 of the Competition Document, “Companies are eligible to participate in any of the Entry Groups, either individually or as a team member of a collaborative Entry.” However, for Office Entry under the Professional Group, the Team Leader must be a fellow or full member of the professional institutes as specified under the same clause.

    Meanwhile, there are no particular requirements regarding the registered location of the company itself.
